Housing Initiative Creates New Home Ownership Opportunity in Muscatine

A new opportunity for homeownership is now available in Muscatine, as six newly constructed, energy-efficient homes are being offered for sale through a partnership led by the Community Foundation of Greater Muscatine, Muscatine Center for Social Action, and local collaborators.



Designed for comfort, durability, lower entry purchase price, and long-term savings, these homes provide the opportunity for buyers to own new, high-quality, affordable housing.


What truly sets these homes apart is how they were designed and built.


“The homes were designed with four primary ideas in mind—durability, sustainability, affordability, and resilience,” said Mike Nolan, Principal at Horizon Architecture. “At the core, these are efficient 3-bedroom, 2-bathroom, 1,200+ square foot homes designed to meet the needs of a wide range of owners.”


Those principles come to life through advanced construction techniques, including cast-in-place concrete walls and WikiHouse roof systems. “Durability, sustainability, and affordability go hand in hand,” Nolan said. “The exterior walls require virtually no maintenance over the life of the home, meaning fewer costs for upkeep. The concrete also acts as a thermal buffer, helping regulate temperature throughout the seasons, while continuous insulation keeps heating and cooling where it belongs—inside.”


These efficiencies translate into more predictable energy bills, fewer drafts, and controlled indoor air quality, creating a comfortable living environment year-round.


In addition to efficiency, the homes are built for resilience. “The steel-reinforced concrete offers protection from wind and weather that is unparalleled in conventional construction,” Nolan added. “And the tight, well-insulated structure helps maintain interior comfort, even during extreme conditions or power outages.”


Insurance companies agree. Insurance on these homes is projected to be 30 to 50% less than traditional stick-built homes.


Homes currently under construction and available for pre-purchase include:

  • 718 E 7th Street

  • 707 E 7th Street

  • 709 E 7th Street

  • 506 Spring Street

 

Homes are being offered for sale from $174,000 to $189,000, with up to $16,600 in home buyer assistance available for qualifying buyers. Homes are anticipated to be completed in summer 2026.


“This initiative is about more than building houses,” said Ron Monahan, Director of Housing Initiatives at the Community Foundation of Greater Muscatine. “It’s about creating opportunities for homeownership that is attainable, resilient, and designed to support families while strengthening our neighborhoods.”


Homeownership eligibility is targeted toward households earning at or below 80% of the Area Median Income. Buyers must meet the U.S. Department of Housing and Urban Development’s definition of a first-time homebuyer (not having owned a home in the past three years).

Preference is available for Muscatine Community School District teachers and staff, as well as current renters in the surrounding neighborhood.


These homes are part of the Ignite Vitality Mulberry and Open Source Rural Housing Innovation initiatives, which aim to expand access to high-quality, attainable housing while introducing new building methods that can be replicated in other communities.


Funding for the project includes a grant from the Iowa Finance Authority’s HOME Program, administered locally through Muscatine Center for Social Action.
